A new company, Skainos Ltd., has been formed as the special purpose vehicle to own the buildings and operate the site. The company is a not-for-profit, limited by guarantee. It will lease the site from the Methodist Church Trustees and Oaklee Housing Association.
The company board members are drawn from all parties involved and from the local community. There is therefore balanced representation from the Trustees of the Methodist Church in Ireland, East Belfast Mission, Oaklee Housing Association and the East Belfast community.
Membership of the Board consists of 2 from the Methodist Church Trustees, 4 from EBM, 3 from Oaklee with 4 representing the local community.
User groups will contract with the company for space within the complex on a long-term basis with East Belfast Mission as the principal tenant.
When the complex is operational, the new company will have a core of staff to manage it and provide common services such as administration, reception, telephony, finance, promotion, and marketing for the user groups thereby obviating the need for each group to provide its own staff for these functions.
